I think that as hé/she is not European citizen, hé/she should first apply for a long stay visa in the French embassy of his/her original or residence country.
Without this visa, maybe hé/she will not get directly a student residence permit in France, as his/her previous one was issued by Belgium.
This visa is required as hé/she doesn't already have a long stay status in France.

Thank you for your response, However the main part of concern in my situation is that,I do not have a valid student residence permit for France but I had a Belgium student residence permit up to February 2025.That's where my question comes up,Am I eligible to apply for the France student residence permit since I will be now studying at a university in France?

Rest assured that I have clearly understood your question and your situation. However, since you did not enter France with long-stay status, you would normally need a type D visa in order to apply for a student residence permit in France.
It does not matter whether your Belgian residence permit is still valid or not — this does not change the requirement for a long-stay visa to stay in France for more than three months. You should know that residence permits issued by a European state allow you to stay in other member countries for a maximum of three months within a six-month period, but they do not authorize you to establish residence in any country other than the one that issued the permit.
What I mean is that your application for a residence permit could be refused due to the absence of the required entry visa, which is a legal requirement.
