As someone legally residing in France—even as a student—you could indeed be joined by your spouse. To do so, you would need to follow a procedure known as “family reunification,” which requires meeting several conditions.
First, you must have been legally residing in France for at least 18 months at the time of submitting the application. Then, your accommodation must meet a minimum surface area of 22 square meters for two people, and you must provide proof of income at least equal to the minimum wage (SMIC) for at least the 12 months immediately preceding the application.
However, in practiceand especially for a student—the family reunification process is quite lengthy and can take from 18 months up to even two years. That is why, in practice, other alternatives such as a long-stay “visitor” visa, which your wife could apply for at the French consulate in your country, may be more suitable—especially for accompanying a temporary resident who is a student. This visa is not automatic and depends on the appreciation of the consulate.
As for work authorization, a residence permit obtained through family reunification (if you choose to follow that path) allows the holder to work, whereas a “visitor” visa does not and requires the holder to live off his own financial resources.
